240 zinātnieki publicējot šo vēstuli 20 valodās aicina Eiropas Savienību un tās dalībvalstis gatavoties ‘pēc-augsmes’ nākotnei, kurā priekšroka ir cilvēku un ekoloģiskai labklājībai nevis iekšzemes kopproduktam (IKP).

 

No 18. līdz 19. septembrim  zinātnieki, politiķi un politikas veidotāji piedalījās konferencē Briselē, kas norāda uz pagrieziena punktu. Eiropas parlamenta piecu dažādu politisko grupu biedri kopā ar arodbiedrībām un NVO organizēja šo konferenci ar mērķi izvērtēt pēc-augsmes (post-growth) ekonomikas iespējas Eiropā.

Pēdējās septiņās desmitgadēs IKP augsme ir bijusi galvenais Eiropas valstu ekonomiskais mērķis. Tomēr līdz ar ekonomikas augšanu ir palielinājusies arī mūsu negatīvā ietekme uz vidi. Mēs jau pārkāpjam drošo rīcības telpu cilvēcei uz Zemes un nav pazīmju, kas norādītu uz ekonomiskās aktivitātes atsaisti nepieciešamajā mērogā no resursu izmantošanas vai piesārņojuma radīšanas. Šobrīd sociālo problēmu risināšanai Eiropas valstīs nevajag vairāk augsmes. Ir nepieciešama godīgāka ienākumu un kapitāla sadale salīdzinājumā ar pašreizējo situāciju.

Produktivitātes samazināšanās, tirgus piesātinājuma un ekoloģiskās degradācijas dēļ ir grūtāk panākt augsmi. Ja pašreizējās tendences turpināsies, tad Eiropā tuvākās desmitgades laikā varētu vairs nebūt nekādas augsmes. Pašreiz atbilde uz šīm problēmām ir augsmes kurināšana radot lielākus parādus, atceļot dabas aizsardzības noteikumus, pagarinot darba stundas un samazinot sociālo aizsardzību. Šī agresīvā dzīšanās pēc augsmes par katru cenu sašķeļ sabiedrību, rada ekonomikas nestabilitāti un grauj demokrātiju.

Pie varas esošie nav bijuši gatavi iedziļināties šajās problēmās, vismaz līdz šim. Eiropas Komisijas projekts Beyond GDP kļuva par GDP and Beyond. Oficiālā mantra joprojām ir augsme – pārģērbta kā ‘ilgtspējīga’, ‘zaļa’ vai ‘iekļaujoša’ – bet pirmkārt un galvenokārt, augsme. Pat ANO jaunie Ilgtspējīgas attīstības mērķi ietver ekonomikas augsmi kā politisku mērķi visām valstīm, neskatoties uz būtisku pretrunu starp augsmi un ilgtspējību.

Labās ziņas ir tādas, ka pilsoniskajā sabiedrībā un akadēmiskajās aprindās veidojas pēc-augsmes kustība. To sauc dažādi: degrowth, décroissance, Postwachstum, steady-state, ‘virtuļa ekonomika’ vai ‘pārticība bez augsmes’, kas ir daži no piemēriem. Kopš 2008. gada regulārās degrowth konferencēs piedalās tūkstošiem dalībnieku. Jauna globāla iniciatīva, Wellbeing Economies Alliance (vai WE-All), apvieno šīs kustības, kamēr Eiropas pētniecības tīkls izstrādā jaunus ekoloģiskus makroekonomikas modeļus. Pieminētie darbi norāda, ka ir iespējams uzlabot dzīves kvalitāti, atjaunot ekosistēmas, samazināt nevienlīdzību un nodrošināt jēgpilnu nodarbinātību – to visu bez vajadzības pēc ekonomiskas augsmes, bet ar nosacījumu, ka ieviešam politiku, lai pārvarētu pašreizējo atkarību no augsmes.

Ieteiktās pārmaiņas ietver resursu izmantošanas ierobežojumus, progresīvo nodokļu sistēmu, lai mazinātu pieaugošo nevienlīdzību, un pakāpenisku darba laika samazināšanu. Resursu izmantošanu varētu ierobežot ar oglekļa nodokli un peļņu izmantot kā kopēju dividendi vai finansēt sociālas programmas. Ieviešot minimālo kopā ar maksimālo ienākumu ierobežojumu varētu vēl vairāk samazināt nevienlīdzību, tajā pat laikā palīdzot pārdalīt aprūpes darbus un samazinot varas nelīdzsvarotību, kas grauj demokrātiju. Jaunās tehnoloģijas varētu izmantot, lai samazinātu darbalaiku un uzlabotu dzīves kvalitāti, nevis lai atlaistu strādnieku masas un palielinātu dažu priviliģēto peļņu.

Ņemot vērā lielos riskus, no politiķu un politikas veidotāju puses būtu neatbildīgi neizvērtēt pēc-augsmes nākotnes iespējas. Briselē notiekošā konference ir cerīgs sākums, taču ir nepieciešamas vēl stingrākas apņemšanās. Kā satraukta sociālo un dabaszinātnieku grupa, kas pārstāv visu Eiropu, mēs aicinām Eiropas Savienību, tās institūcijas un dalībvalstis:

 

  1. Radīt speciālu ‘Pēc-augsmes nākotnes’ komisiju ES Parlamentā. Šādai komisijai vajadzētu aktīvi iesaistīties debatēs par augsmes nākotni, veidot politikas alternatīvas pēc-augsmes nākotnēm un pārvērtēt tiekšanos pēc augsmes kā visaptverošas politikas mērķi.
  2. Iestrādāt alternatīvus indikatorus ES un dalībvalstu makroekonomiskajā ietvarā. Ekonomikas politikas nepieciešams izvērtēt pēc to ietekmes uz labklājību, resursu izmantošanu, nevienlīdzību un pienācīga darba nodrošināšanu. Lēmumu pieņemšanā šiem indikatoriem jābūt ar augstāku prioritāti nekā IKP.
  3. Pārveidot ES Stabilitātes un izaugsmes paktu par Stabilitātes un labklājības paktu. Stabilitātes un izaugsmes pakts ir noteikumu kopums ar mērķi ierobežot valdības deficītu un nacionālo parādu. To vajadzētu pārskatīt, lai pārliecinātos, ka dalībvalstis sniedz pamata vajadzības saviem pilsoņiem, kamēr resursu izmantošana un atkritumu emisijas tiek samazinātas līdz ilgtspējīgam līmenim.
  4. Izveidot Ekonomiskās pārejas ministriju katrā dalībvalstī. Jauna ekonomika, kas tieši koncentrējas uz cilvēku un ekoloģisko labklājību varētu piedāvāt daudz labāku nākotni nekā tāda ekonomika, kas ir strukturāli atkarīga no ekonomiskās augsmes.
